Can't Change my system's language

Hi,

I'm Portuguese and so, It would be expectable that my system's language was also Portuguese and it was, but now suddenly changed to English and it doesn't allow me to add Portuguese back again in settings. Whenever I try to add the new language, it goes everything normal until I realised that nothing has changed: English remains the main language and Portuguese doesn't even appear in the language's list. I tried with another languages and I also tried the command in Terminal "Languagesetup" but every time I try to add Portuguese, it just says that the permission was denied. Can you help me?

MacBook Pro with Retina display, macOS Sierra (10.12.3)

Hi,

thanks for the reply. In fact, your method makes sense, it sorts out the "permission denied" issue on Terminal. But, right after that, I restarted my mac and absolutely nothing changes: the main language is English and I still can't add any other language. So, do you think there is some type of 3rd-party app ou service that is making that happen, because lately I've been installing some apps?
