Motion Graphics Outline

Hi,

I am trying to find out if I can create an outline of a piece of property I have shot with a drone recently. The shot I have is moving ever so slightly, while the property is below. I am hoping to outline this large site from high above it while the camera (drone) is still in moving. Preferably I would like the outline to be drawn on the screen and stay in place over the site while the camera is in motion.

Is this at all possible in Motion 5? If so, could you give a brief breakdown of the steps involved?
