disable touch ID for free purchases?

Touch ID used to be disabled for free purchases. for some reason, it pops up each time I download a free app. this is so annoying!!! I've tried disabling touch ID for iTunes/app store to bring up "password settings," and then toggling touch ID back. is there something wrong with touch ID? why can't I disable touch ID for free downloads? PLEASE HELP!

iPhone 6s, iOS 10.2.1

I figured it out! it may sound counterintuitive but you have to "enable restrictions."

1. Settings> General> Restrictions

2. Create a new passcode and confirm

3. Enable Restrictions>Scroll to "Allowed Content" section> Password Settings

4. Select "Require After 15 Minutes" (I find this to be less annoying than being prompted every time)

5. Unselect "Require Password" for free downloads

This has saved me tons of frustration and wasted time (yes, all of 2 seconds to press my fingerprint). Hope this works for everyone else!
