I am now using Sierra, and I have come by a few problems since. My speech feature was not working on my MacBook pro. I re-started my computer and I used the "take dictation" function which triggered the sound to activate. This prompted the "speaking" to start again. Note that the sound was working perfectly on my videos and other applications. Hope this helps!

I understand the Dictation feature on your MacBook isn't working properly. Use the following document to troubleshoot your issue.
Use your voice to enter text on your Mac
Try to use the menu shortcut, Edit > Start Dictation, to test your software settings on your MacBook.

I am having also the same issue. But for me, the issue seems isolated to Google Chrome. I've reinstalled it and still the issue seems to persist. I have updated the mac OS to the latest version and I suspect it is to do with that as after a day later this problem emerged. How can get mac's voice to read aloud highlighted text?
