I'm trying to type in Japanese, and I've enabled the Japanese keyboard as I've done with previous MacBooks and OS versions, but when I try to type, nothing happens. I've fiddled with all kinds of settings in the system preferences, but I can't make anything happen when I try to type. The U.S. keyboard of course still works fine.
MacBook Pro, iOS 10.2.1
Can you describe your problem in more detail? Does it applies to hiragana and katakana? I could type characters like か here. I didn't seem to be able to reproduce the problem on my Mac.
You may also try to activate the on screen keyboard (as shown in the screenshot below) and see whether the system is responsive to the key inputs.

I notice that I don't have any of the menu items under the "Japanese" heading like you do. This could have something to do with my issue.
When I switch to Hiragana, I am simply unable to type characters into anything.

This indicates a problem in the main account. Sometimes this is hard to solve. Check for odd things in System prefs/users and groups/startup items. Antivirus apps often cause problems (and are generally useless). Also could mean bad .plist in Home/Library/Preferences. You can try trashing any that seem to have a connection to Japanese and then restarting. (To get to Home/Library, you have to do Finder > Go while holding down the Option key. There are two other Library folders that are not what you want)
The new user account didn't have the same issue! Thanks for the tip. I am still lost as to how to resolve the issue on my normal user account. I have the issue as shown in the screenshot on my earlier reply.
Try setting up a new user account and see if you have the same problem when logged into that.
It worked! I deleted two plist files, one called CharacterPicker and one called languageassetd and restarted. Don't know which one was the culprit, but the problem's fixed.
