Why won't my Japanese keyboard input type anything (Sierra)?

I'm trying to type in Japanese, and I've enabled the Japanese keyboard as I've done with previous MacBooks and OS versions, but when I try to type, nothing happens. I've fiddled with all kinds of settings in the system preferences, but I can't make anything happen when I try to type. The U.S. keyboard of course still works fine.

MacBook Pro, iOS 10.2.1

This indicates a problem in the main account. Sometimes this is hard to solve. Check for odd things in System prefs/users and groups/startup items. Antivirus apps often cause problems (and are generally useless). Also could mean bad .plist in Home/Library/Preferences. You can try trashing any that seem to have a connection to Japanese and then restarting. (To get to Home/Library, you have to do Finder > Go while holding down the Option key. There are two other Library folders that are not what you want)
