Login keychain on MacBook Air is empty

Whenever I cold boot my MacBook Air running macOS 10.12.3 and login with my Standard User account (non-administrator), I'm prompted to enter my iCloud login password. I then go through the new user setup.


Then I get a message "This Mac can't connect to iCloud because of a problem with..." and there's a button for iCloud Preferences. I go to iCloud Preferences and I'm prompted for my iCloud password. This also happens with every login.

(NOTE: The account name has been removed from the message by me).

I opened Keychain Access and found my Login Keychain completely empty.

I don't have this issue with any other accounts on the machine, Standard or Administrator, using the same iCloud account.
