Where have you seen this 'bill' ? Is it on your account's purchase history : See your purchase history in the iTunes Store on a Mac or PC - Apple Support ? Or have you received a (phishing) email ?

Viewing your account's purchase history : See your purchase history in the iTunes Store - Apple Support (on an iOS device you can view the last 90 days purchases via http://reportaproblem.apple.com)
If it shows on your account's purchase history and you didn't do it, and nobody else has access to the account or devices/computers, contact iTunes Support : https://support.apple.com/contact . If it is a phishing email that you've received you could forward it to Apple : reportphishing@apple.com
