Spotlight effect?

Can I use a shape mask to create a spotlight effect? I can create a vignette or shape mask and then use the Color Board to lighten the area inside the mask but the area outside of the shape is black. There is no control to increase or decrease the overall opacity of the mask so that it has the effect of lightening one small area of a clip. Adobe Premiere has this tool and it works quite well but I can't figure it out from the manual and other questions on this topic are about 6-8 years old.

Okay, I did stumble upon it by accident. Not very intuitive. What you do is select a clip in the timeline, go to the color board, make a full frame color change, click the arrow on the top left of the color board panel to get rid of its controls, then find the tiny mask button on the top of the color correction panel which has appeared under effects and play with that.
