Pop-up msg: Unable to download item at this time...

Hi Apple Community, I hope someone can help this is very frustrating. I have the iPhone 6 (I should upgrade but my company issued so have to wait for them 🙂) Anyway for about 3 weeks now I've been getting this random pop-up message: "Unable to download item at this time. Please try again later." It's driving me nuts because I'm honestly not trying to download anything. I swear unless something I don't know I'm doing.

When it first started I thought maybe it had something to do with the business trip I was on at the time. I was in a pretty remote area of the US and service was kind of spotty. So thought maybe that was why I was getting that massage. But now I've been home for a week and I live in a major city and the message is still appearing.

I went to a couple of other Tech sites that said in order to remove the message go to Settings, and change to Airplane mode. But that's not right because when you get that pop-up you can't move or go to any other area of your phone.
