I have stored my pictures in iCloud Drive but unfortunately you cannot swipe to view the next photo. I understand drive is different and intended for file storage, but I wish an enhancement could be made to swipe to view my pictures.

No. (somewhat dependent on your definition of "easily")
iCloud Drive is NOT an app to manage photos, hence the reason it is not considered by some as "good at it". It's not the correct tool for the task.
Like using a hammer to drive screws. It sorta works but is not a pleasant experience.
The Photos app itself is where one can effectively manage their photos.

You are welcome. iCloud Photo Library. If you want your photos in iCloud Drive, you should be able to see them in the iCloud Drive app.
@thesears is asking about viewing photos stored in icloud.com/#iclouddrive.
I similarly keep old project photos in Drive but not the Photos.app to avoid clutter on my iOS devices and would like a way to browse the images (or search by media type) when needed.
Can you clarify how you are able to browse photos from icloud.com/#iclouddrive within icloud.com/#photos?
I am unable to find any such controls.

If you want to see the photos you have stored in icloud, you can go to icloud.com to view your photos. Just sign in, go to photos, and you'll be able to see all the pictures you've stored on your icloud drive.
@Eric Root Can you clarify what "iCloud Library" is and where I can find it?
I only see "iCloud [Photos, Music, eBook, etc] Library" for each media type and no such 'global' library.

Why not sync the photos using iCloud Library which is designed to let you access and view your photos.
