As the title says, I want Safari to always load the mobile version of web pages, as I frequently have to use my iPhones WiFi hotspot. I just realised my data use has gone over 1.5GB this week so it would be really useful.
If I can't do it with Safari, are there other browsers that can?
MacBook Pro (Retina, 13-inch, Late 2013), OS X Yosemite (10.10.5)
1. Safari > Preference > Advanced
Checkmark the box beside "Show Develop menu in menu bar".
Develop menu will appear in the Safari menu bar.
Click Develop and select “User Agent” from the dropdown.
2. Choose Safari version and one of the devices.
Default is "Default( Automatically Chosen".

Not all websites will work properly if Safari iOS version is chosen as default on a Mac.
You can create a bookmarks folder and keep it in the Favorites bar to store mobile versions.

If you use the settings specified below and then Pin the tab, that should keep the options.
