Never. Jio uses VOLte and the iPhone 5s (a discontinued iPhone model) does not support that technology. So unless Jio has plans to downgrade their own network, those older devices will only ever support data-only services on Jio's network.

But you can always ask Jio - it is their network, not Apple's. Apple does make newer iPhone models that will work with both voice and data on Jio.

Jio is not a supported carrier at all. VoLTE requires an iPhone 6 or higher, even on a supported carrier. It's not going to work on a 5s. Ever.
