In my iphone 6splus there is no option for personal hotspot

I got the same problem...here is how I solved it :)...open settings > mobile data > mobile data options > mobile data network > scroll down to Personal Hotspot and enter your carrier details manually ( contact carriers for cellular data details...eg JioNet)> tap Back > you will see Personal Hotspot now under Settings...hope this helps.

Personal Hotspot is a cellular provider feature and it is not available for all providers. Try contacting your them.
