Not sure if the following will help or not but you could try it if you like.
Have you tried to force close the Safari App on your iPad ? if not double press the Home button and swipe away the Safari App then reopen Safari and test a link to see if the issue is resolved.
If it is still the same you could do a force restart of your iPad using the steps below ( you will not loose any settings or data with a force restart ).
- On an iPhone 7 or iPhone 7 Plus: Press and hold both the Sleep/Wake and Volume Down buttons for at least ten seconds, until you see the Apple logo.
- On an iPhone 6s and earlier, iPad, or iPod touch: Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.
Wait for the iPad to reboot then go in to the Safari App and test again.
Also another option might be to clear the history, cache and cookies from Safari on your iPad.
If Safari on a iPad is anything like the browser i use on my PC clearing the history, cache and cookies nearly always resolves my browser problems.
