Only files in JPEG format can be uploaded error

I am getting a sporadic error when trying to upload photos from a time capsule to iCloud photo.

The files are all in JPEG format according to Finder / Info.

The error is " Only files in JPEG format can be uploaded error "

It happens when I try to upload thousands, hundreds, tens, or even one photo.

(although more often when I try with large multiples of photos).

I tried calling Apple support and they chalked it up to "must be a bad file in the mix" which is a bit fishy to me....

I have a partition on the time capsule that I am using for file storage. My current photos take up too much room to store on my current mac. I would prefer to have iCloud photo as my primary storage (and copy down periodically to my time capsule).

The steps are:

Sign into iCloud photo

Use the upload function

Browse to a folder on the time capsule

Select some photos

It works better with smaller numbers but that will be too cumbersome. It doesn't eliminate the issue it just reduces the frequency and volume of the errors.

I wish there was an ftp or zip or transfer from I cloud file store.
