Personal hotspot of my iphone 7 plus

Why once i turned on my personal hotspot (Name: KUEK; Password: ******) other devices such as PC, laptop, android devices etc. unable to connect it? If for windows laptop it will shown limited access of connectivity with yellow triangle.
