How do I use the Personal Hotspot on my iPhone 5s?

I have an iPhone 5s and do not have home wifi right now. I need to set up my personal hotspot to connect with my printer, but I am doing something wrong and it isn't working. I need step-by-step instructions or someone to give me a quick run through on how to do it. The printer isn't being recognized in my phone. It worked for a short time with my laptop, but I must be doing something wrong. Any advice would be a HUGE help. Thank you!
