delete/remove "locked" icloud, HELP!

So i had an old account which email had an @icloud.com on it, i made this acc. like back on 2013 (cause now it's not possible for us to use an @icloud.com on our new i cloud email) yeah so my Icloud acc now is locked since there had been new IOS updates and i usually don't read those updates so yeah maybe i reaped what i sowed, well anyways, since my Icloud acc is locked i tried unlocking it, so i saw that there are two different ways to unlock.

first one is Unlock with Email (but the first way to unlock is not possible since the email i was using is an icloud email, so even if i press unlock with email, the email that has been sent wont still be opened since the account is locked and i cant view the mail.)

second way to unlock the icloud is to answer the security questions, but for this part, i forgot all of these questions since this is an old acc, and i made this way back to 2013.

thats why i have no choice but to forcefully remove the icloud account since i dont have any choice, but i dont know how, SO CAN ANYBODY HELP ME TO REMOVE THIS ACC?
