Location icon is stuck on iPhone

Any idea how how to get rid of the location icon? Normally when this happens, I can track it to an app and then kill it or change the location setting. This time it says it is Siri that last used the location. I have killed all apps, turning the phone off, hard reset, turn all location services off and the icon is still there. I guess I am left with reset settings or restore the OS?
