Why are items ineligible for iCloud music library

I burned a CD into iTunes. I also subscribe to iCloud music. One of the songs will not upload to iCloud Music. The message is that the song is ineligible for the iCloud Music library. What are the conditions that makes a song you own off of a commercial CD ineligible?
