Where is the "Remote button near the left top of the iTunes Window"?"
I use the latest Remote app on iPad Pro and iTunes 12.5.5.5 (latest to date).
and yes, I have read this link

it does not help.

I'm running Windows 7 Pro and iTunes 12.5.5.5. When I launch the remote app the remote icon appears as seen below.
When I choose Add a Library in the app I get a code, the screen below appears in iTunes:
Once the code is entered, this screen appears in iTunes:

First, thank you for your time and effort.
Second, what you have shown in the screen shots above is exactly as I remember as it should be....
I can now only assume that the difference is due to OS difference (as unlikely as it sounds).
I need to dig a little dipper to find the true cause....
Try turning off VPN and see if you get a connection.

No effect. Turning off the VPN does not change the fact that there is no visible Remote button.
VPN does not mask the internal IP on the internal network.
All I want is to find this button.

I have no good answer for you. On my PC, I turned on home sharing, launched the remote app, and the remote icon showed up next to the media menu.
Do you possess the latest version of iTunes (12.5.5.5)?
Do you run windows 10?
Can you attach a screen shot please?
