This issue happened to me in Feb 2017 when I took my iPhone 6 out of the US to the UK. My iPhone worked fine for a couple of days and then spontaneously restarted its own. When it came back on, an activation was required, but it would never complete the activation process; vicious loop just like you describe. An apple support person I spoke with said that when connected to some networks, wifi was needed to activate. Problem was, I couldn't get past the activation prompt to set-up the wifi account at the hotel. As soon as I got my phone back to the states, it completed the activation process. I don't know if this was the real answer. A similar problem happened to me again this week, when I took the same phone up into the mountains. I lost my signal, I was prompted the reactivate, it didn't recognize my password, though I know I was entering the right one correctly. I rebooted the phone within reach of a wifi signal I had previously set-up on the phone and was able to reactivate. SO FRUSTRATING. The worst time I want to be without my phone is when I am traveling.

It sounds like you've changed carriers and haven't re-activated.

Are you sure AT&T have unlocked this phone for you? You will need to erase it and run the setup assistant again to activate to h2o. Just changing the SIM card does not do this.

By putting the h2o SIM in, you are asking the phone to connect to h2o's network. Which it can't until you activate to that network.
