imessage won't send to one person

Sometimes my iMessage won't send to one person. We could be texting then all of a sudden it won't send. It'll stay blue but won't say delivered. I tried resetting the settings & network settings. Turning it on airplane mode, restarting my phone, etc and I'm not sure if they can get my text messages but they can't text me back either. Usually it'll just go back to normal or eventually send but it's not. This started around a year ago. I have gotten new phones throughout this year and made sure everything was deleted on them. The last phone was totaled so I could only plug it into the computer to back up my things but later removed it from my Apple ID & Find My IPhone.

In order to send and receive iMessages, both the sender and the recipient need to be signed into iMessage and have an active data connection (either WiFi or cellular). You can turn on Settings>Messages>Send as SMS so that, should your recipient not have a data connection and the message doesn't go through, it will be resent as an SMS.

iMessage can get a bit flakey if one party only had an intermittent data connection. If that's the case, I'd recommend them just turning it off and using SMS. Less frustrating all around.
