If the message you are seeing is relative to the device being disabled or linked to an iCloud account it may very well be activation locked. However if this is a cellular model iPad and it says it needs to be activated these Apple Support articles may be of assistance as well.

How do I check for Activation Lock before I buy a used device?

When you buy an iPhone, iPad, iPod touch, or Apple Watch from someone other than Apple or an authorized Apple reseller, it is up to you to ensure that the device is erased and no longer linked to the previous owner’s account. Follow these steps before you buy the device:

Where did you purchase this iPad?

I believe you have encountered Activation Lock.

Without the previous owners Apple ID and password, you will never get this iPad activated and working.

Apple will NOT give you this info.

If you can't get this info from who/mever you purchased this iPad from and there is no way to get this info, return this iPad from where you purchased and get all of your money back!
