In the past Apple has made minor adjustments to the time between pressing the Caps Lock key and having it take effect. I no longer recall whether it was too long (causing inconvenience) or not long enough (causing inadvertent activation). Either way whatever time period they decide to implement is never going to please everyone.

Are you using the latest macOS "Sierra" version? To find out please read Find the macOS version number on your Mac - Apple Support. It should show Version 10.12.3.
The only way I can't make the Caps Lock key illuminate is to tap it in much the same manner as I would normally tap any other key while typing. It's certainly less than a quarter second.
So how long does it take? Until you quantify that in some way all anyone can do is guess. Are you using a real Apple keyboard? The built-in one or an external, perhaps?

I am using the native MacBook Air keyboard. I am not able to measure the time it takes but is different than any other key. If I slightly press it is not activated.
I searched through the internet and I've found that many people have the same issue.
John, FWIW, I can reproduce the difference on an Apple Extended Keyboard. It is a very, very small difference as far as I'm concerned. But I am not a touch typist by any means. I wasn't aware of any delay until this post. There have been a few posts in the past where the delay was mentioned. And as you said, the delay is more than likely Apple's attempt to prevent accidental engagements of Caps Lock.
As I said, without this post I would have never noticed. It's a tiny difference. But I guess if it annoys some, it annoys some.
I am a new Mac user. I was using RedHat and Windows 10. I noticed the difference in this key which cause me problem to type fast sometimes. If there is no solution for that I'll wait for a future update maybe...

FWIW, I read while I was searching out a possible solution there was a workaround mentioned, changing the Caps Lock key to No Action then switching it back. I couldn't get it to work in Sierra.
I didn't realize there was a delay but you can let Apple know you are annoyed here…

Really? I never noticed. I push mine and it turns on. I push it again and it turns off.
I don't have a way to actually measure the time, but I'm estimating it's on the order of ten milliseconds. Is yours taking much longer than that?
it is much slower than any other pc with linux or windows. I can't measure the time but there is a delay. When I quick press the button it does not turn on
