Why are my photo albums not matching across my Apple devices?

About two weeks ago, I noticed that the photo albums on my iPad 2 were not matching those in both my MacBook Air and iPhone 7. All the devices are up-to-date with their respective operating systems and I can't figure out what the issue is or how to resolve it. All of the photos are stored in the iCloud and I thought since all the devices are also synced there that everything would match but that's not the case. Help!

Thanks for the advice; however, sadly, signing out/back into the iCloud on my iPad didn't correct the issue. I have all of these empty albums on my iPad - in addition to the actual filled albums that match those in the iCloud - and I can't figure out why. You'd think everything should match (iPhone, iPad, MacBook Air) via the iCloud across all devices but that's not the case. 😟

If I sign into iCloud on my computer the layout and albums match my Photos on my Mac. But I duplicate albums on my phone and half are empty. If I delete an empty album on my phone it disappears from my Mac.
