My dad forgot his iCloud id and password. He gave me his old phone but I cannot activate it since it's iCloud locked? Will Apple Store be able to deactivate it?

Your dad would have to make the request as the original owner, and it is his iCloud account. You cannot have it done. He needs to bring in identification, the device, and a copy of the original purchase receipt.
Then you are just out of an iPhone in that case if he is unable to remember anything.
That is why I said go to the Apple Store.
Can this Be done over a phone or does my dad have to come in into Ann Apple Store?
If attempted by phone, he would need all of the answers to the security questions. Doing it at the actual Apple Store is somewhat easier.
