iPhone 7 error (-1) during the firmware verification process during restore. Any idea what this is

Phone went into searching mode unable to find cell coverage. Attempted to restore to factory settings and it locked up. Have used two different computers and three different cords and always during the verify iPhone firmware process, it shuts down and says it cannot be restored, unknown error (-1).
