No additional charge what does that mean?

I can't download anything from AppStore and it shows the following message: You've already purchased this, so it will be downloaded now at no additional charge. what does that mean? And what should I do to download apps. Thank you.

It means that you have downloaded this app from app store in past so you don't need to pay for this.

Most of the popular apps are Free but few app are paid that it why Apple has to prompt user for the charges.

If you are not able to download these apps you must try these:

Force an app to close on your iPhone, iPad, or iPod touch - Apple Support

Restart your iPhone, iPad, or iPod touch - Apple Support

Try these steps if it solve your issue.
