How do I set up the enhanced dictation on m iPad?
Going to the keyboard settings only allows me to turn on standard dictation. How do I setup the enhanced dictation?

I spoke with a salesman in the apple store in Eugene and a salesman online and both told me I would be able to use the dictation offline--meaning, not connected to the internet--if I set the iPad up for enhanced dictation, which I am discovering was a lie, but thanks for the condescending, unhelpful comment.
The salesperson was misinformed. No iOS device has the computing capacity to support offline Siri dictation. Only OS X devices support offline dictation, just as Diana indicated.
When you enable enhanced dictation in a Mac running OS X El Capitan or newer, you pick a language. The computer then downloads additional software and database files to support enhanced dictation. That sort of computation is beyond any mobile processor currently used in any iPad (and the data and software needed can take up a fair bit of storage space).

You can enable offline dictation on an iPhone 7 for English, but that actually is not the same as enhanced dictation in OS X. On my iPhone 7, in airplane mode speech to text dictation works, but not well. On my MacBook Pro, offline enhanced dication works very well - low error rate, and supports complex phrases such as punctuation and formatting.
In my experience, offline dictation in iOS is a cumbersome, error prone, and thus largely useless feature. Without true enhanced dictation capabilities, it is very limited, and not at all like dictation with an internet connection.

Thanks for that info! As far as I can tell, only the iPhone 6S and 7 have it, and only in English. The latest iPad (7th generation) introduced last week has the right processor, but I have not seen any reports as to whether offline dictation is enabled or not.
The iPad Pro's have the even faster and more capable A9x processor, but my 12.9" iPad Pro wifi+cellular model (iOS 10.2.1) does not have the option for offline dictation. Only my iPhone 7 (also on 10.2.1) has that keyboard option.
Hi. What do you mean by "enhanced dictation", and why do you think it's available on the iPad? The only references I can find say it's a Mac OS feature.
