iPhone USB tethering without iTunes on PC

I am trying to tether my iPhone 7 to my Windows 10 PC via USB to use the Internet via the USB Personal Hotspot. The computer sees the phone and USB tethering shows on on the phone as well. This works when iTunes is installed but I am wanting to use the USB tethering ability without iTunes as this bogs down my PC substantially as well as tether to another computer without iTunes separately. These are desktop PCs without WiFi. Per Apple Support this can be done but although my computer sees the phone and tethering is active on the phone the computer does not allow Internet access. Can anyone assist?
