F4 Function Key Not Working

At first the F4 key was working and then it was not. Intermittently it would work and then not work. Now it doers not work. Spent hours on the phone with Apple. Reinstalled Sierra. Restored the system. Brought it to the Apple Store and showed them how it would work and then not work. They kept the MBP for one week and now I just picked it up at the store and at first it worked and now again it doers not work. They replaced the keyboard and touch bar but nothing. So frustrated do not know what to do or how to solve. Used to love Apple but not any more.

MacBook Pro (13-inch, Late 2016, 4 TBT3), iOS 10.2.1

About all you can do is to be persistent and keep after them until they figure out what is wrong and are able to fix it. It looks like replacing the touch bar and keyboard did not fix it. Nor did reinstalling the OS. So the true cause is still undiscovered. Since the Apple Store did the repair, they need to be shown that the repair didn't solve the problem and that something else needs to be done. Possibly there is something else that needs to be replaced.

It's likely to be a pain, but you paid good money for a working computer and deserve no less.

It's incredible that Apple replaced the hardware parts to solve the non-functioning of the F4 function key and then did not even test whether the F4 key was working before returning it to me. If they had tested and saw that it was still not working they should have just proceeded to the next logical step which would be to replace the logic board. But that would have been very customer centric. Instead, they just gave me back the MBP with a non-functioning F4 key. I just returned the MBP to the store and now they will replace the logic board. I remain hopeful this will solve the problem. Stay tuned.

I agree, although if the problem was intermittent it might have worked for a brief test. But clearly they should have done more extensive testing to be sure the issue was solved before returning your Mac. Hopefully the logic board replacement will be the cure.
