I erased my iphone 6 and wanted to do a restore from Icloud. Its asking for the two-factor authentication code to do the restore, but I can't receive texts or calls because the phone is not set up!! What are my options here?

I contacted Apple Chat. The solution was to set phone up as new. She had me then turn off two factor authentication on appleid.apple.com..although I think it could have been turned off on the phone at this point? After 2 factor turned off, I erased phone again and restored from icloud(didn't ask for the 2 factor code now)
Here are Apple's instructions for 2FA: Two-factor authentication for Apple ID - Apple Support If you followed them, you would have set up an additional number where you can receive a voice authentication message. There are also instructions for resetting if you don't have any way to get a code. It takes several days, but it does work.
If there is a SIM in it, it can receive the text message to authenticate it.
