safari browser favorites and bookmarks are having problems.

safari browser favorites and bookmarks are having problems. i am locked at 109 favorites . i can NEITHER ADD NOR DELETE FAVORITES . if i move a favorite to in the last 4 , safari aborts and the one i moved becomes the first in line. a few weeks ago i lost ALL of my 300+ favorites . i tried rebooting and other things . they never came back so i started over and then 109 wall came. may have been low disk space . im normally less than 1GB left. my photos got lost about same time but they were auto restored. all 17k+ of them.

i have an 64 GB iPad Air iOS 10.2.1

might be that iOS 10.2.1 has an issue ?
