Phone in Argentina

I am looking to purchase a refurbished, unlocked iPhone6 in the States and bring it to a friend who lives in Argentina. The goal is to use it as if she purchased it locally. What will my friend need to do to make the phone "local", to make it functional in Buenos Aires? I am honestly a rookie when it comes to iPhones, so basic steps and advice will be much appreciated.
