May I ask why you need to open them?

CPI files are metadata files about the video files contained within the AVCHD package.

If you must open them, you can do so with text edit:

User uploaded file

The actual media files are MTS files in the Stream Folder:

User uploaded file

But practically, you should never have to deal with these files at this level, as any system that will utilize the metadata in the CPI file will do so automatically.
