A program at startup seems to interfere with Safari. How do I turn off this program so it does not startup automatic when I turn on my computer?

Go to > System Preferences > Users and Groups > Login Items > Remove the app that is starting up automatically.
If it's not there, open Finder and then click in the top left: Go > Go to Folder... > Copy and paste the following:
/Library/StartupItems
Click Go, and then remove the item if it appears here.
StartupItems have been disabled for some time now. Even if there is anything in there, it doesn't start anything.
The way to cause things to start up at boot or login is LaunchDaemons and LaunchAgents.
They can also be in the user/Library/LaunchAgents folder.
