After upgrading to 10.12.4 my System Preferences dock icon gained a pretty embellishment:

I opened the "everything" view:
Nothing obvious there.

Hard to be sure, John. I do not wish to set it up, certainly at present. This is what I see when clicking iCloud in Sys Prefs
I am wary of clicking "continue" here in case I achieve something I really do not wish to do, like set it up.

It was pretty opaque, though, wasn't it? I have that on my list of "Apple could do better" little red 1s!
It may be related to Two-factor authentication for Apple ID. Tap iCloud to find out.
