icloud won't update my payment information

My debit card changed recently and I have changed it accordingly in iCloud. However, every time I update it, I get the email from Apple confirming the change but the notification stays up there and it is really frustrating as the information gets removed every time. Anyone else with the same problem? The notification started happening as soon as I updated to 10.3, I am using an iPhone 7. The problem occurs with the 50GB iCloud storage plan.
