How do I resize a photo when the Adjust Size button is faded out?

I am in Safari on the desktop, in the tool bar section Under tools, where it says Adjust Size. This is when I click on a PDF photo, I was directed to go under tools and adjust size from there. This is Sierra 10.12.3.
I have figured it out.....someone suggested that I go under FILE, EXPORT......under Filter....click Reduce File Size and Format as JPEG......from there I am able to adjust the size of the photo. I appreciate your assistance....
