Attach a photo to a REPLY message

Are you talking about imessage/sms and mms message it's the same way as you would when attach to a new message.

if email slightly hold down on the body of text until a toolbar pops up arrow right to insert photo or video.

when you open the message you should see a camera icon on the left side, click on that an it will open up your camera roll.

What kind of message are you referring to? That makes a great deal of difference in what you are going to do.

And in addition to what razmee209 has provided, besides opening your Camera Roll, it also opens the Camera, which allows you to take a phone right there, if you don't have one saved.
