how can i download ios update by mobile data

You can not download iOS 10.1 because 10.3 is available now. You can only get whatever is available at the time you check for updates and you need WiFi connection.

The update is way too large for a cellular download. Cellular downloads are limited to 100MB. The current iOS 10.3 software download is around 600MB.

You must either update using a WiFi network or update by connecting to iTunes on a computer.

Find a place that has free Wi-Fi and download the update. I think updates need to be under 50MB (it might me 100MB) to use a cellular connection.
