I have been using Outlook to read my iCloud email for a few yeas. After the latest update to iCloud on my PC each time I start outlook it asks for the password to my iCloud email and it just hangs. Outlook never starts, it stays in a loop asking for the password. I am 100% certain that I am entering the correct password. Also, the password has been saved correctly in the outlook settings for years.

Have you enabled 2 Factor Authentication for your Apple ID?
If so, you now need an app specific password.
I have the same problem after updating my iCloud on Windows 10.
It is making me crazy too. There supposedly was an update fix that I downloaded but it didn't change a thing. I continue to face this problem.
Thank you. This fixed my problem. I don't remember having to do that before I have been using two factor authentication for a long time. Is possible that I did use it before and just forgot.
