Why can't I delete website data in iOS 10.3?
Certain website data sites can not be removed. Even after a reset they still remain. This only happened after updating to 10.3.

I found a solution and I originally posted it at Cookies won't delete on iOS. I found this thread has a lot of reviews and I will repost here.
I tested on both ios 11.1 beta 3 on my iphone 8 and 11.0.3 on my ipad.
I have this problem since ios 10 on iphone 5s. After I bought an iphone 8 recently and used the backup from the iphone 5s to restore, the "persistent" cookies migrated to the new device. I also bought an iPad Pro and used the backup from the phone to set it up, the "persistent" cookies migrated to the ipad as well.
All the operations and software are under windows. What you need to do is:
Step 1: Use iTunes or a third party software to make a backup of your device.
Step 2: Use a third party software (I used iMazing because it is the one I found that can edit the backup. This is not supposed to be an advertisement.) to edit the backup. To do this you first need to select the backup you made and click the edit button. Then you need to remove all the files in the editable backup under "File System/Apps/AppDomain-com.apple.mobilesafari/Library/WebKit/WebsiteData/WebSQL/ ". You will be able to see all the cookies that you can not delete at this location. I this the absolute path in the actual file system is /var/mobile/Application/com.apple.mobilesafari/Library/WebKit/WebsiteData/WebSQ L/.
Step 3: Usw iTunes or a third party software to restore the backup.
Note: The backup should not be encrypted.
The solution is quite technical, and I hope apple devs can fix this problem soon.
Thank you Henry I used the third party software you suggested and it resolved the issue for me👍👍👍 The program is easy to navigate and use top marks from me... apple if you’re listening this should be your model for iTunes in the future...kids still aren’t getting new iPads for though!!!
Thank you. Your instructions and solution worked well for me with an iPhone 5, iOS 10.3.3. I was able to use the iMazing trial version to edit a backup copy, delete the WebSQL trouble files and restore the edited backup file to my phone. Thanks again HenryBlackW.

I think if one discusses which IOS version one is using, one risks having their post "removed" from this thread. That being said... 😉
Not true. You can discuss versions all you want. What you cannot do is discuss unreleased versions.
What’s up LA. I should have been more specific. I have had posts bumped from this thread when talking about IOS systems that “rhymes with” Beta. Maybe they’ve become more lax... but if Im going to take my valuable time to post here -I aure as *** do not want my post bumped. Peace

Not trying to be a jerk, but your statement is contradictory (and I apologize for yet another follow-up). "You can discuss all the versions you want. What you cannot do is discuss unreleased versions.".
To me that reads, "you can't discuss all IOS versions". With respect to my earlier post that began with "FINALLY", and having had posts bumped from times past when mentioning an IOS that rhymes with Beta, I was simply being cautious. Do the math. I dislike online trolls and people speaking down to one another (that means you SkankHunt42). There is some good content w/in this thread (I liked HenryBlackW's post... nice work). But for the most part it's just a bunch of "I am so smart, S-M-R-T", Homer Simpson stuff. This was certainly a Privacy issue, and it WAS a security issue (I know you think otherwise). This was a security issue for the "99.9% of users who didn't even notice", as you pointed out, in particular. How so? Search, w/o quotes "Safari Browser Exploits Supercookie Evercookie" on sites like 4chan or StackOverflow... or better yet, do the same search using your search engine of choice via the onion. Too many security exploit discussions to note. That being said, I'm not saying you or anyone else is uncool, not nice, whatever. We're all in this together! Peace & Love to you'alls.
So instead of posting links about how this Safari evercookie/supercookie problem could be exploited in a security sense (privacy has been covered), I'd rather close with a link to an intriguing smart phone project. I'm on board 100%. Give "Losing my Edge" by LCD Soundsystem a listen before heading over to your local Apple Store -next time you're ready to buy a new smartphone... and check it here, http://www.zdnet.com/article/purism-linux-smartphone-makes-its-1-5-million-crowd funding-goal/

What rhymes with "beta"? "Data"? Theta?
Seriously, you don't have posts removed for mentioning things that rhyme with beta. You have posts removed for discussing beta versions. Apple's beta builds may not be discussed in the public forums. You are, however, allowed to say the word "beta".
Level 9 Apple user eh? Thanks for putting an exclamation mark (so to speak) following my Linux post w/ your Level 9 status. You strike me as the very literal type. I can’t believe Im wasting my time back in this thread -but yeah, see my original post and follow-up to the person who asked which IOS version I was using (the post with the wink). You are correct from your implied rationale in your Reply to me, and with respect to my rhyming & preceding posts -unlike your Level Nineness, Im not cut from the Apple cloth. Im using the IOS that rhymes with Data & begins with a “B” (and now regretfully so, last eve in my excitement after an update I wanted to write w/in this thread to mention to all of you good people the fix was in). U dig? (rhetorical, dont answer as Im out 4good). Linux phone for me. Peace & Love.
Awkard. So...back to the topic at hand, is this going to get fixed, or is the premium I pay for hwsw enginerding (at the expense of actual hardware) now just going to marketing?
Edit: I voted my own reply as helpful, not sure if that’s a faux paus but if everyone does it I look bad if I don’t
Disappointing. Already 6 official releases for iOS 11 and still no fix to this year old issue! Yet they rush out a iOS 11.1.1 fix for the autocorrect issue due to the negative press coverage. Perhaps that's required in order for Apple to put some effort to actually address the problem.

Apple is not reading here. If you want to leave them feedback, use this link:
If you want to contact Customer Support, use the link at the top right of the page.
If you purchased your phone from Apple, you have 14 days to return it and get your money back. After that, any issues will be dealt with under the warranty.
Best of luck.

Although it's more effective, it lacks the visceral satisfaction of a rant. 😉

Because discussing each other's posts instead of the topic at hand - that of Apple's non-response to its customers as persistent cookies remain unleashed on iOS systems
Discussing Apple practice and policy is pointless and a waste of time. We understand the issue; continuing to point out the problem over and over and over and over will accomplish nothing toward resolving the issue. Filing a bug report or reporting it an https://apple.com/feedback might.

I have been both amused and bemused (I think that's my word of the day) by this poster. So, not entirely a waste of time.
I had this issue in the past from time to time.
have you tryed that link?
Clear the history and cookies from Safari on your iPhone, iPad, or iPod touch - Apple Support
Also, I dont have this issue anymore since10.3.3
