I am using iPhone 6S plus with iOS 10.3
For last few updates I am seeing that the previous / next buttons in music app are missing - instead a 30 seconds jump button is coming.
Confirming that media kind is 'Music', that is, not podcast or audiobook.

The music track name is not in English - but I think that does not matter.
Any insight is highly appreciated.

So I had this problem too and I Finally figured out why it happens. If you have the option selected for remember playback position it causes the next and previous buttons to replaced by the 30 sec.
Would it be because you are using the Internet Radio / Beats Radio source for your audio? In my case, I do not subscribe to Apple Music. When playing radio music selections, my Music App's previous/next buttons are grayed-out. However, when switching to an audio file on the iPhone, they function normally.
Thanks. To answer your question, it is not internet radio (that is, not any other third party app). I have also not subscribed to apple music / beats radio. This is a file in my Mac, synced to Music by iTunes.
