it wont let me finish setting up account

This is a possible solution to getting around having a credit card when setting up your Apple ID for the first time. Let me know whether or not this works for you:

Create or use your Apple ID without a payment method - Apple Support

You will have to enter in your billing information for one of your credit cards in order to proceed. This will allow you to save that information for when you make purchases within the iTunes Store.

but i don't have any credit cards to complete the set up
