Initial Set-up of correct time zone

How do I set the correct time on fitbit ChargeHR? I've tried everything including Apple Support tel. call >45 minutes - the rep was unable to help - I was more tech savvy than she was - I was ready to ditch this fitbit & go buy a Garmin - it syncs simply by being near the iPhone (odd since Apple makes both the fitbit & the iPhone and yet Garmin personal trackers sync easily!!); the fitbit still retains Eastern Time Zone from day one - does not appear to recognize Pacific Time Zone or Vancouver -will not sync using PC Window, iPhone or iPad???
