I bought more iCloud storage but my Photos doesn't recognize

I purchased iCloud storage on my MacBook and when I go into my iCloud drive, I can see that extra storage is reflected there. But my Photos doesn't know this and keeps telling me that my iCloud storage is full and is permanently stuck at where it last stopped its upload. So it tells me how many photos are still left to be uploaded but they don't get uploaded automatically. I don't know how to start this manually and get Photos to see that I do indeed have extra storage. Any help would be appreciated.

Yes, I have more than enough storage (134.37 GB out of 200). I don't want o sign out of iCloud yet because it says that "If you sign out of iCloud, all documents stored in iCloud will be deleted from this Mac." In my Mac's Photos app, the status indicator at the bottom of the "Photos" view indicates "6,815 Photos, 406 Videos, iCloud Storage is Full. 256 items to upload." But these 256 items from my Mac's Photos app are not being uploaded to my iCloud Photo Library because it thinks that my iCloud storage is full. Is there a way to brute force my Photos to sync up? Thanks.
