How to turn off voice when texting

Nothing that is posted works. People talk about double tapping the buttons, using three fingers to scroll, turning off Siri, turning off AutoSpeak, etc. and nothing makes it stop verbalizing every letter and punctuation mark. To add insult to injury, you can't urn the volume down! ***? Of course I need to be able to dictate text without having Siri butt in to correct every little thing. But how?? Tell me it's possible? Thank you

Settings>General>Accessibility>Speech. Turn off anything that's turned on in that pane that you don't want on.
