Is there a way to access the phone once I've been locked out without erasing the phone and password?

This explains how to recover from this. You will have to erase the iPhone.
The phone is my daughter's. She passed away in a car accident and I'm afraid to "erase" or "reset" the phone. I don't want to risk loosing anything on the phone. I own the account and phone. Is there any other way to access it?

To be clear... the solution about taking your phone to an Apple Store, may get you access to the phone again, but that will involve erasing the data that is currently on it.
It sounds like you are locked out of 2 different "things" right now.
Her phone and her Apple ID account. The Apple ID account is the key to getting her content back. If you are locked out by just the passcode, you can remove that without the Apple Store or receipt. However, that means erasing the phone to remove the passcode.
If we can ask... what do you see on the phones; screen now when you turn the phone on? That may help us offer better guidance.
ok... so you should be able to access her iCloud account.
There you may be able to see what content you may be able to retrieve after removing the passcode. You may be able to see if she backups there too. The backups would contain text messages and iMessages.
There is no way to back up the phone now, sync it or avoid having to erase it.
Take the iPhone along with proof of your daughter's death and ownership to an Apple Store or Authorized Apple Service Center and they may be able to help you.

I have the user ID and password, just not the passcode for the lock screen. I have since obtained that, but am the screen says disabled.
